New issue with Country and Tax in DNN 7.4.0

This relates to the updated module version 45.06.38 and DNN 7.4.x
Country field is sometimes being ignored for tax calculations. When I set the tax rule to:
"[Country]"="Australia" no tax is applied even when user specifies "Australia" as their country.
Steps to Reproduce:
1. Create a new user on portal. DO NOT specify a country.
2. Add a subscription module as normal, and ensure Tax is set up with a rule "[Country]"="Australia"
3. Add a Country field to the Profile tab in module settings.
4. Log in as new user and click Subscription button.
5. Ensure Country is set to Australia.
6. Go to PayPal and observe that tax is not applied.
Now, return to Module settings and change the tax rule to:
"[Country]"="14"
Retry the above steps and this time tax is applied.
Note that if you select * from your DNN UserProfile table you may see that there is a mixture of text and numeric values in the Country field. Some users may have "Australia" in the field, and others may have "14" in the field.
I believe that the text values are a hang over from a previous version of DNN. However, in 7.4.x, when users modify their Country in their profile, the numeric value is stored, and when the Subscriptions module edits the Country value, the numeric value is stored.
Perhaps an expression like "[Country]"="Australia"|"[Country]"="14"
would work?

These all appear to be related, How is this not the same issue that was updated?
