Unwanted Tags at Start of Emails

Bulk Emailer and/or tinyMCE are adding unwanted tags that are preventing my emails from displaying correctly.
The start of the emails I create looks like this:

The start of the emails that are sent by Bulk Emailer look like this:

<meta http-equiv='Content-Type' content='text/html; charset=utf8'>

<base href='http://www.californiacareforce.org'>

<head>
Notice that it adds an HTML, META, BODY, and BASE tag in front of my html markup. Because the HEAD tag now is nested within a BODY tag my head content is being ignored. This is not too much of a problem with basic emails, however it is causing havoc on my responsive emails as the head content is very important for the responsive design to work correctly.
I understand the importance of inserting the base tag for relative links to work, but this is a real setback for me. Is there a fix/patch for this, or is there a file I can edit to prevent these tags from being inserted?

Update:
I updated the Bulk Emailer install from 62.7.85 to 62.7.91 which was released earlier this month. The update had no effect.
Also in Bulk Emailer Setting, I set the "Disable Base URL" option to true, with the following results:

As you can see, it did indeed remove the base tag, but I can find no way to make sure my HEAD tag and it dependents appear above the body tag. Because of this, key styles are essentially getting striped out because they are being ignored.

Could you make sure that the
Full HTML Editing
was
unchecked
on your side?

Full HTML Editing was indeed checked. I unchecked the option and sent a test email.
Now my tags look like this:

Unchecking Full HTML Editing removed tags, some good and some not so good. Most notably the <Head> tag is now stripped out. My <style> tags which were nested withing the head tag have been moved and are now nested within the body tag.
Here's the thing. For responsive emails to work correctly in most email clients, the media queries (@media...) should and need to be located within style tags nested within the head tag.
Core problem with "Full HTML Editing" option on (checked), duplicate tags are created which messes up the HTML code and prevents the emails from rendering correctly. With "Full HTML Editing" option off (unchecked), the head tag is removed and all nested style tags are moved into the body tag, which also messes up the the HTML code preventing it from rendering correctly as well.
There is a new WYSISYG Responsive Email Designing tool out by Coffee Cup, called RED. I have tried numerous email design tools out there, but RED by far and away gives me the most amount of control over content layout. I would really love to use this tool to design the emails that I send out through BulkEmailer. The two apps combined would make an awesome html email platform. Maybe you could, download the free demo of RED and generate a very basic responsive email, and then send it through BulkEmailer, and you will see for yourself some of the problems created by BulkEmailer adding unwanted tags or removing needed tags.
Don't get me wrong, I still think BulkEmailer is the best bulk email solution out there for DNN. I just think a "Pass Through" option needs to be added. What I mean is that there needs to be an option to send my html code out
as is
without any alteration to it at all. Tags such as <DOCTYPE html> shouldn't be stripped out of the code, tags should not be added to the code, and no tags should ever be modified, i.e.
This: <html lang="en" style="-ms-overflow-y:auto !important;" >
Should not become this: <html>.
I understand that these code changes may have been implemented to help those that do not have the knowledge or understanding of HTML to send out emails correctly. However there needs to be an option that allows the advanced html coder to send out emails exactly as designed.
