We have seen it before where a user had a similar import problem and they were on a slow server where the worker process timed out before the import completed. This looks like a similar situation. We could have you jump into the whole server side settings, but really the easy solution is to break your 8k list into two and import it in two instances.
Failing that, you can forward us the list and we can try the import locally to check there is nothing in there stopping the import process.
The speed is dependent on a few things. The scheduler process settings for the bulk emailer job in the host/scheduler area, and the time the server takes to complete one cycle. Each cycle is 50 email message. If your SMTP server is local or your email message is large, the cycle only takes a few seconds. In this instance you can change the scheduler timer down to something like 30 seconds, to have it speed up.
If your SMTP is external and or the message is large, it may take longer for the cycle to repeat, and you will be being limited by other factors.
There is information in the manual on tuning the speed. Remember for other reason you may not want to SLAM a send, as it can get you painted on the radar with spam services like sender base.

If you can, we would like to get the recommended server side setting for uploading the entire 8K list in one shot. It used to work before when we were on DNN 4.9. Apparently, after upgrade to 5.6, this problem started. So we are hoping that it can be resolved just be settings change.
For slow email sending, we will test by sending it thru local server rather than remote mail server.

That is strange, and we cannot suggest why dn 5.6.x would cause this problem where 4x would not.
A change to the worker process time out may help.
From our end, the way to manage dodgy DNN changes in the core is to cut your list in two and upload, remembering that our code will remove duplications of email addresses on import if your lists overlap accidentally.
